You can see that if three groups of households were first selected randomly, then within each cluster, 10 households were selected, the travel distance between most households would be much shorter.
This is one of the major advantages of cluster sampling. Sometimes the logistic requirements of travelling between individual households are so great that cluster sampling is the only way to do a survey.
