Are the objectives clearly stated in the report? If no, perhaps they were never clearly formulated. If this is true, perhaps the survey managers did not really know why they were doing the survey. This means that they may not have used survey or data analysis techniques to answer the important questions.

If the objectives are not listed in the survey report, be wary. If you can, ask the survey managers exactly why the survey was done. On the other hand, if the survey report contains good, clear objectives, you immediately have a little faith that the survey managers have put some thought into the survey they did.
