Finding a person who fits the criteria mentioned above is often difficult. Of course, you should look first within your own organization. There may be someone in headquarters or a field office who has participated in a survey before. If not, faculty members at some universities may be able to assist with specific surveys, often as consultants. And finally, there are independent consultants not directly associated with universities who may be available.
